VCMI’s Carbon Markets Access Toolkit provides step-by-step guidance to help policymakers in emerging markets and developing economies decide how best to generate and sell carbon credits to access climate finance, catalyze innovation and de-risk investment.

Today, the climate finance gap stands at $1.3 trillion per year. And without bridging that gap, the world risks missing the mark on the global goal to limit warming to 1.5°C.

High-integrity carbon markets can channel urgently needed finance to emissions reduction and removal projects in the countries, regions and sectors where it is needed most.

Countries need support to access high-integrity carbon markets effectively and ensure they can leverage finance to support their climate and sustainable development goals.

To meet Paris Agreement goals, global emissions must be halved by 2030.

High-integrity carbon markets can channel finance to projects that preserve forests, restore ecosystems, enable climate-smart agriculture, widen clean energy access and catalyze innovation.

VCMI’s Carbon Markets Access Toolkit provides a step-by-step guide for governments to decide whether and how to engage with regulated and voluntary markets, as well as those facilitated under Article 6 of the Paris Agreement. It aims to help policymakers identify how to participate meaningfully in carbon markets and access carbon finance to help fund climate plans, known as Nationally Determined Contributions (NDCs), and achieve the UN’s Sustainable Development Goals (SDGs).

The Toolkit, developed in partnership with the United Nations Development Programme and Climate Focus, guides policymakers through five practical considerations for developing robust, effective, and high-integrity carbon market participation, including determining an Article 6 engagement strategy and considering legal and institutional matters.

Originally published in 2023, VCMI’s updated Carbon Markets Access Toolkit now takes an integrated, holistic approach across voluntary, compliance and Article 6 carbon markets, responding to the needs of governments, Indigenous peoples and local communities (IPs & LCs), and other stakeholders.

The Toolkit is a vital resource for policymakers in developing economies. It also provides useful guidance for NGOs, project developers, and other carbon market stakeholders.
