George Hodgetts
George leads VCMI’s Access Strategies Programme, working with governments around the world to design and implement pathways into high-integrity carbon markets. His work spans policy development, institutional capacity building, and investor engagement — helping to transform carbon finance into a genuine instrument of sustainable development. He manages the VCMI/CVF-V20 Carbon Finance Programme and leads VCMI’s market access enabling partnerships.
George joined VCMI following more than five years in the UK Civil Service, most recently as part of the Global Carbon Markets Team at the Department for Energy Security and Net Zero. In that role, he oversaw UK foreign aid investment in World Bank programmes piloting carbon market mechanisms to mobilise additional climate finance and deliver sustainable development co-benefits. Ahead of COP26, he led work developing recommendations — presented at Glasgow — on effective and inclusive capacity building for ambitious global carbon market participation in support of the Paris Agreement.
He holds a BSc in Geography from the University of Bristol.
